ATS provided the ATSsim Training (Constructive Simulation) environment and the ATSsim Media synthetic media environment under the RMM&S3 contract to replicate the All-Hazards Defense Support to Civilian Authorities (DSCA) activities. ATSsim Training provided the constructive training environment as the exercise ground truth. ATSsim Media replicated Government websites (Federal and State) and synthetic print, broadcast, and social media for EOR 25 at Camp Williams, UT from 19 FEB – 2 MAR 2025.
Task Force 76 (76th ORC) worked in conjunction with the DCO/E Region VIII to certify and confirm the organizational readiness to execute the All-Hazards DSCA mission. LOCON Response Cells acted as all military elements Brigade and Below to portray the DoD response to the earthquake. The contract vehicle under which the exercise was delivered was RMM&S3. Overview of the scenario: The ATSsim Training scenario involved the TF76 C2CRE-A Task Organization and additional Utah National Guard units responding to a 7.0 Earthquake near Salt Lake City, UT. ATSsim Training replicated the operating environment, including all the damage associated with the Earthquake and associated cascading failures. Included in the scenario were power and communications failures, landslides, ground liquefaction, and toxic chemical releases.
Technology and supporting tools used to deliver the exercise were ATSsim Training, ATSsim Media, USNORTHCOM MAVEN/GAIA, Email. ATSsim is a cloud-based Constructive Simulation, effective in replicating the Force Flow (units flying and/or driving into the Joint Operations Area (JOA)); and then for replicating Friendly Force Tracking of units and crewed vehicles executing missions within the JOA. ATSsim allows for the distribution and consumption of supply classes and generates reports to the LOCON Response Cells. ATSsim stimulates the COP tools of record (Palantir, APAN, JADC2) with dynamically updated KML or ESRI Feature layers. ATSsim Media is a cloud-based synthetic media environment replicating print, radio, and TV news media, blogs, and websites, an X environment, along with a Facebook type of environment. ATSsim Media can use “Bots” to rapidly generate posts of differing themes for the exercise participants. ATSsim Training is the most effective simulation currently available to execute DSCA training missions.
The 76th ORC and DCO/E Region VIII are prepared for a high level of coordination in a Natural Disaster with CBRN responses. All personnel and equipment are redeployed safely and are re-set in preparation for mission execution.
