ATS provided modeling and simulation support; management of the Simulation Cell; operate and populate a synthetic media environment for the Vigilant Guard exercise at Joint Base Elmendorf-Richardson, Alaska from 3-6 MAR 25.
The purpose was to exercise the Alaska Organized Militia (comprised of the Alaska Army and Air National Guard, Alaska State Militia and the Alaska Naval Militia) in their ability to establish and execute a Dual-Status Commander-led Joint Task Force operating in response to a disaster and in support of the Alaska Department of Homeland Security and Emergency Management. The contract vehicle under which the exercise was delivered was US Northern Command, Risk Management Modeling & Simulation. Overview of the scenario: Spring thaw causes flooding due to ice dams in and around Fairbanks, Nome, Bethel and Glenallen; an earthquake causes a landslide that cuts off the Whittier Tunnel access while also triggering a landslide in Barry Arm that causes a tsunami that grounds a cruise ship docked in Whittier and causes flooding in Valdez; an explosion at a blood bank in Anchorage causes a release of radiation into the environment; several of the long-range radar sites in Alaska and critical infrastructure sites across the state have various security issues that they assistance in mitigating. Participants were Alaska Organized Militia; Alaska Department of Homeland Security and Emergency Management; Alaska Command; US Northern Command.
Technology and supporting tools used to deliver the exercise was ATSsim suite (ATSsim Training and ATSsim Media). The ATSsim suite has a proven track record of providing cost effective training in a very realistic manner to the training audience. The ATSsim suite provides the training audience realistic feedback on their public information engagement and feedback from organizations that are simulated in the Simulation Cell.
The Alaska Organized Militia was able to validate improvements made to their response plans and staff processes follow the Vigilant Guard exercise they executed in 2024.
