From August 25-30, 2024, Applied Training Solutions (ATS) assisted in the execution of EVOLVING EAGLE 2024, the Externally Evaluated Exercise at Fort Campbell, Kentucky. ATS provided comprehensive exercise design, scenario planning, and simulation services, ensuring that US Army Garrison (USAG) Fort Campbell was prepared to respond to a complex, man-made threat scenario.
The exercise tested the installation’s ability to respond to a mass casualty event triggered by a domestic terror group which orchestrated a series of attacks that resulted in simulated casualties, fatalities, and significant damage to infrastructure. These events required the activation of emergency operations and coordination with local agencies.
Beginning in mid-August, intelligence injects were employed to shape the narrative of the situation, creating a robust stage for the exercise. This also allowed the Garrison Commander and Threat Working Group to navigate the information and develop the appropriate courses of action based on the intel provided.
The multi-faceted scenario included a vehicle-borne improvised explosive device (VBIED) driving into a power station without exploding, an active shooter situation, as well as several power outages across the base.
USAG Fort Campbell used the opportunity to test and validate lockdown procedures, Emergency Operations Center operations, Incident Command, MASCAL and fatality operations, OED operations, and EFAC procedures, while also testing its communications between the installation and higher headquarters.
ATS supported the exercise with months of preparation, including designing injects and simulations, managing the White Cell, and employing the appropriate tools to deliver real-time injects. This thorough preparation allowed USAG Fort Campbell to be successful in their Mission Assurance capabilities, communication protocols, and emergency management efforts, ensuring readiness for real-world incidents.
This exercise not only tested the installation’s core capabilities but also strengthened coordination with external partners, enhancing the overall resilience of the Fort Campbell community.
